Halloween night is one of the most exciting evenings of the year for children, and one of the busiest for parents. Dark streets, costumes that limit vision, and a lot of excited kids crossing roads mean that a few simple safety habits really matter. This printable checklist turns those habits into a fun, kid-friendly list that children can tick off before they head out the door.

A Checklist in the Flashlight Beam

The checklist is US Letter size, 8.5 x 11 inches. The background is a deep night-navy sky dotted with stars. Trick-or-Treat is set in orange Creepster lettering at the top, with SAFETY CHECKLIST in spaced white capitals. In the bottom-left corner, a bright yellow flashlight shines a wide, warm beam diagonally up across the page, and the checklist is printed inside the beam, as if the flashlight is lighting up the rules.

Eight items sit inside the beam, each with an orange-outlined checkbox and friendly Fredoka One lettering. Along the bottom of the page, a row of dark house silhouettes with glowing yellow windows forms a little street at night. A My name line sits in the bottom-left corner, and the OTO logo is in the bottom right.

The Eight Safety Rules

  1. Wear something bright or reflective: Drivers see light colours and reflective tape much sooner.
  2. Carry a flashlight or glow stick: It helps you see the path and helps others see you.
  3. Stay with your grown-up or group: Never wander off alone, even to a house next door.
  4. Only visit houses with the porch light on: A dark porch means the family is not giving out treats.
  5. Walk, don’t run, and stay on the sidewalk: Costumes and dark paths make tripping easy.
  6. Cross at corners and crosswalks: Look both ways and never dart out between parked cars.
  7. Never go inside a stranger’s house or car: Treats are collected at the door only.
  8. Let a grown-up check your candy first: Open wrappers or unfamiliar treats get thrown away.

Talking Through the Rules with Children

A checklist works best when children understand why each rule matters. A few minutes before Halloween, sit down together and read each item aloud. Ask your child to explain it back in their own words, or act out tricky situations: What do you do if your friends run ahead across the road? Let them tick each box once they understand it. Children who help create the plan are far more likely to remember it when the excitement kicks in.

Safety Rules by Age

AgeExtra guidance
Under 6Hold hands when crossing roads; trick-or-treat before dark
6 to 9Stay within sight of an adult; agree a meeting spot if separated
10 to 12Go in a group, carry a phone, agree a route and a return time
TeensCheck in by phone, stick to familiar streets, look out for younger children.

Costume Safety Tips for Parents

  • Choose face paint instead of masks where possible, so children can see clearly.
  • Hem long costumes so they do not drag on the ground.
  • Add reflective tape to costumes and treat bags.
  • Check that costumes and wigs are labelled flame-resistant.
  • Make sure shoes fit well and are comfortable for walking.
  • Choose soft, flexible props instead of anything sharp or rigid.

Making the Checklist Personal

Every rule is editable. Double-click to change the wording, add a rule specific to your neighbourhood (Stay on our side of Elm Street), or add your family’s meeting spot. You can also write your phone number on the back so a child can show it to a trusted adult if they get lost. The My name line at the bottom lets each child claim their own copy.

The flashlight is an editable vector icon you can recolour, and the beam is a single shape whose colour can be changed. The house row at the bottom is one group. Fonts are Creepster, Fredoka One and Montserrat, all free Google Fonts.

Using It at School

Teachers can use the checklist as part of a short safety lesson in the week before Halloween. Read the rules together, discuss each one, and ask children to colour the houses and add a drawing of themselves in their costume. Send the sheet home so parents can reinforce the message. Community police officers and fire departments sometimes visit schools in October and can use the checklist as a handout.

Before Heading Out: A Quick Parent Check

Use the checklist as a final door-side ritual. Before you leave, run through it together: reflective strip on, flashlight working, phone charged, route agreed. Pack a small bag with spare batteries, plasters, wet wipes and a snack, so the evening does not end early because of a broken torch or a blister. A two-minute check at the door sets everyone up for a fun, safe night.

Printing the Checklist

Download the PDF and print on letter paper. The dark background looks best in colour; if you want to save ink for a class set, recolour the background to a lighter shade before printing. Put the finished checklist on the fridge in the week before Halloween, so children see it every day, or laminate it and use a dry-erase marker so the boxes can be ticked year after year.

Safety Checklist Questions

Should children carry a phone?

Older children trick-or-treating in a group should carry a charged phone and know how to call a parent; younger children stay with an adult.

What age is the checklist for?

It suits children from about four to twelve, read together with a grown-up.

Can I add my phone number?

Yes. Add a text line or write it on the back for children who are old enough to use it.

Is the checklist suitable for trunk-or-treat events?

Most rules apply. Edit the porch light and sidewalk rules to suit a car park.

Can I translate the checklist?

Yes. Every line is editable text, so you can type it in any language.

Print the checklist, talk it through, and tick every box. Then grab the flashlight: the street is waiting.
